The online and digital world has established itself as a source of business opportunity to provide online services or for promotion activities such as through social media, on-demand audio and video streaming, digital downloads and internet radio. It is natural therefore that Singapore’s Copyright Act also protects the copyrights of musical works transmitted or performed by electronic means. The COMPASS’s Public Communication licence allows you to legally communicate copyrighted musical works for your business’s various online or digital needs.

Notes
(1) For annual Licences, applications and payments must be received by our office at least 5 working days prior to commencement of the licence year. The licence fee payable for the first year of the licence will be 50% higher where the music user has not obtained COMPASS’s music licence before communicating musical works to the public, without prejudice to any claims by COMPASS for past unlicensed usage of musical works.
(2) For adhoc Permits, applications must be received by our office at least 2 weeks prior to commencement of the music use. In the event of inaccuracies in the application, a new form must be submitted. Payment must be received by our office at least 3 working days prior to commencement of the music use. The permit fee payable will be 50% higher where the music user has not obtained COMPASS’s music permit before communicating musical works to the public, without prejudice to any claims by COMPASS for past unlicensed usage of musical works.
(3) Licence fees and Permit fees are subject to late payment interest of 10% per annum. For Licences, late interest payment for each applicable licence year is calculated commencing from the first day of that licence year. For Permits, late payment interest is calculated commencing from the first day of the event.
(4) If you fall into the following categories of users, the above licences in (A) to (C) do not apply and you should write to us for a quote:

- Users who generate an annual gross revenue of $5,000 or more from the public communication of musical works;
- Users who own, operate, manage and/or provide social media platforms, online meeting platforms, mobile application stores, etc;
- Users who own, operate, manage and/or provide streaming, on-demand, download and/or podcast services be it in audio-only form or audio-visual form (e.g. music services, over-the-top TV, cable-programmes, broadcasts);
- Ticketed events; and
- Online concerts, online movies, online arts festival, online karaoke, online tv / radio programmes etc, whether ticketed or not.
(5)The Public Communication Licence excludes reproduction rights and synchronisation rights.
(6) COMPASS reserves the sole discretion to decide which tariff scheme applies for the music usage.
