The Scheme
The scheme recognizes the achievements of Members who have been conferred the Cultural Medallion Award by the Government of Singapore. It aims to commemorate the achievements of Members who have been conferred the Nation’s highest cultural award in the musical field by providing a grant of up to a maximum of S$10,000 to help finance a music-related commemorative project to showcase their past achievements.
Who is Eligible?
This scheme is open to Full Writer Members or Associate Writer Members with at least three (3) years of Membership, and who have been conferred the Cultural Medallion Award by the Government of Singapore.
Eligibility Criteria

The musical works featured in the project must be original compositions of the Member. |

|
The project must have good artistic value or commercial potential. The Public & Member Relations Committee with the relevant experience from various musical fields will decide the eligibility and their decision will be final. |
Conditions

COMPASS’ contributions must be acknowledged in all publicity |

|
|
•
|
For book publications or sound recording projects, 1000 copies of the finished product(s) shall be given to COMPASS |

|
|
•
|
For event-related projects |
| |
- 20 complimentary tickets
- 2 copies of the Programme booklets (if any)
- a selection of event photographs |

shall be given to COMPASS |
| |
|
|

|
The COMPASS logo must be present in all finished products and publicity materials (i.e. press releases, banners, posters, tickets etc.) |
Disbursement
The grant will be disbursed in the following manner:
1st Disbursement
- 25% of total estimated cost, up to a maximum of S$2,500
- upon submission of project timeline and estimated cost schedule
2nd Disbursement

upon completion of the master copy of sound recordings (please submit documents, receipts, invoices or any supporting proof); OR |

upon completion of publication’s final artwork (please submit a copy of the layout);
OR |

upon finalization of all preparation and production details for events (please submit vendor lists, receipts and invoices, and other related documents) |
Final Disbursement
| - |
remainder 50% of the project cost based on actual expenditure, up to a maximum of S$5,000 |

upon launching of the album or publication, or completion of the event; AND |
| - |
upon submission of the final cost schedule (documents, receipts and invoices must be produced to verify the actual expenses incurred). |

Scheme To Encourage Production Of Sound Recording Of Original Musical Works
The COMPASS Board of Directors approved the scheme proposed by the Public & Relations Committee to promote musical works of good artistic value, or with potential of commercial success but has failed to appeal to music publishers.
The Scheme
This scheme will provide some financial assistance to local Members who are producing sound-carriers of their original musical works strictly at their own expense, without any commercial sponsorship or support. Under this scheme, 50% of the sound-carrier’s production cost, up to a maximum of S$2,500, will be sponsored.
Who is Eligible?
This scheme is open to Full Writer Members or Associate Writer Members with at least three (3) years of Membership.

The musical works, to be recorded, must be original compositions. |

The musical works have been referred to at least three major publishers but have failed to receive any publishing support. |
| |

|
The musical works must have a minimum standard in terms of quality, good artistic value or commercial potential. The Public & Member Relations Committee with relevant experience from various musical fields will decide the eligibility and their decision will be final. |

|
A demo tape containing at least three (3) of the musical works must be submitted to the Committee for evaluation. |
Conditions

•
|
All Copyrights of the musical works will be assigned to COMPASS for administration, for a period of five (5) years. |

|
200 pieces of the sound recording shall be given to COMPASS. |
| |
|
|
•
|
The statement “Supported by COMPASS” and the COMPASS logo shall be clearly printed on both the printed collateral and the sound carrier. |
Disbursement
The grant will be disbursed only upon the delivery of the final version of the sound carrier. Documents, receipts and invoices must be produced for verification.
How To Apply
Please write in to the Member and Public Relations Department with project details, estimated cost schedule and timeline. Kindly attach rejection letters of at least three (3) major publishers and a demo tape containing at least three (3) of the musical works to be recorded.
